扶贫模式的作用机理与评析--以新疆以工代赈为例

贫困问题是一个世界性课题，而反贫困始终是当今世界各国所面临的重大主题之一。改革开放以来，我国政府在反贫困等方面取得了举世瞩目的成就，但由于长期的历史因素和现实因素，贫困问题仍然是困扰中国社会的主要问题之一。本文以新疆以工代赈工作所取得的成效评析为实证基础，从区域系统发展的角度进行了扶贫模式的作用、实现成效过程的理论分析，研究和阐述了扶贫模式作为一种外部推动力，如何实现将外生性资源转化为贫困人口和地区的自我发展能力，促使扶贫过程成为增强社会资本的过程。

Function Mechanism of Support the Poor Mode in Xinjiang

The poor problem is a world subject and against poverty is one of the great themes that the countries all over the world face on it all the time. Since reform and openingup,China government has made the immense achievement on antipoverty. But because the historical factor and realistic factor,the poor problem is still one of the perplexing subject matters in the Chinese society. This text regards effect of providing work as a form of relief appraisal as the real example and analyses the foundation, carry on support the poor mode function, realize effect theory of course analyses, systematic research and exposition support the poor mode are as a kind of external motive force, how to realize that turns other natural disposition resources into the selfdevelopment ability of population below the poverty line and area, impel support the poor course to become course which strengthens the social capital.
