Ecological civilization is the inevitable choice for the development of human society. The 17th CPC National Congress report proposed explicitly ＂the construction of ecological civilization＂, and integrates the ecological civilization to the goal of building a well-off society in an all-round way. The countryside is the foundation of our country＇s economy and society, and it is impossible to realize the entire society＇s ecological civilization if we didn＇t realize the rural ecological civilization. The new rural ecological civilization construction is the significant strategic target in our country＇s economy and society development. This article proposed the ecological civilization＇s connotation, discussed the significance of new countryside ecological civilization construction, and elaborated emphatically the measures of advances the new rural ecological civilization from the aspects of the ideological concept, the economic development and the political law, so to provides the reference for the new rural ecology civilization construction.
