新疆塔城市土地利用调控模式研究

摘    要:[目的]基于土地利用规划视角,探索适于经济社会发展的县级对乡级土地利用的调控模式,缓解经济增长与耕地保护的尖锐矛盾,促进区域协调发展.[方法]以系统论为依据,初步提出土地利用调控体系框架,并对塔城市进行实证研究,定性分析土地利用方向,划分主体功能区,定量分解新增建设用地指标.[结果]该调控体系在塔城市得到良好运用,能够合理配置市域土地,统筹城乡发展.[结论]功能分区、方向分类和指标分解的“三分”模式,具有一定的实用性和科学性.

Abstract:【Objective】This project,from the perspective of land use planning,aimed to explore the regulation mode of land use suitable for economic and social development from county to township in order to ease the sharp contradiction between the growing economy and the protection of cultivated land,and promote the coordination in the region.【Method】In this paper,the system theory was used as the guideline,and an analytical framework and mode was proposed.Besides,an empirical study on Tacheng was carried out,too.The qualitative analysis was done about the land use orientation,and then the function was carved up.Meanwhile,the newly increased index of construction land was distributed quantitatively.【Result】The results showed that: the regulation system could reasonable allocate land,and coordination of urban and rural development.【Conclusion】The mode zoned by function,classified by orientation and distribute index is practical and scientific.It was well applied in Tacheng.
