| 摘 要： | 农业产业化经营使种植、加工、农产品流通紧密地连结在一起,弱质性特征明显的农业既要承担产量风险（自然灾害）,也要承担来自于第二产业和第三产业的价格风险。农业的弱质性和农产品流通的公共物品性,要求政府对农业实施保护。农业政策性保险是政府对农业实施保护、控制农业收益风险的最佳选择。
