“十二五”时期洛阳市农业经济循环问题的战略研究

河南省在农业和农村经济发展"十二五"规划中,明确提出"加强农业资源保护和循环利用,提高农业可持续发展能力"、"加快发展高效循环农业"的号召。该课题正是从这样的背景出发,结合洛阳市循环农业经济发展的实际状况,全面、深入地分析了洛阳市在循环农业经济方面存在的问题及其深层原因,从宏观和微观两个方面探讨了发展洛阳循环农业经济的对策:宏观方面,主要从营造发展氛,推进制度完善,提高科技水平,推进产业化经营,创新发展模式,强化载体培育,加强基础设施建设进行阐述;微观方面,主要从节能降耗,发展生态农业,加强林业生态建设,加强农村龙头企业建设开展农业新技术推广,加强面污染整治等方面进行分析,从而为洛阳社会主义新农村的建设,实现中原经济区"三化"协调发展提供参考。

The Strategic Research of Luoyang Agricultural Economy Circulation Problems in the Twelfth Five-year Period

During twelfth five-year period of agriculture and rural economic development in Henan Province,it was put forward that strengthening agriculture resource protection and circular utilization,improving agriculture sustainable development ability,speeding up development of high-efficiency circular agriculture.Starting from the background,combining with actual situation of Luoyang circular agriculture economic development,the existing problems and causes were comprehensively and deeply analyzed.Several countermeasures were discussed from micro and macro two aspects.In the macroscopic,it was elaborated from constructing development environment,promoting system perfect,improving scientific level,advancing industrialization operation,creating development pattern,strengthening carrier culture and infrastructure construction.In the microscopic,it was analyzed from aspects of saving energy and reducing consumption,developing the ecological agriculture,strengthening forestry ecological construction,rural leading enterprises construction,non-point source pollution treatment,which will provide operational countermeasures and suggestions for Luoyang new rural socialism construction and realizing coordinated development.
