乡村振兴战略背景下中西部地区渔业投入产出效率分析

本研究目的是测算乡村振兴战略实施以来我国中西部地区渔业投入产出效率，通过比较省际差异，分析影响中西部地区渔业产业发展的因素。本研究采用2017—2021年中西部地区17个省（市、自治区）的渔业相关投入产出指标，运用数据包络分析法（DEA）和Malmquist指数方法分析中西部地区各省（市、自治区）渔业投入产出效率，测算各省（市、自治区）的全要素生产率，从投入产出角度分析了中西部渔业经济发展的效率因素及不同省（市、自治区）的分异情况。结果表明，2017—2021年中西部地区大部分省（市、自治区）渔业技术效率处于有效状态；全要素生产率呈递增趋势，但大部分省（市、自治区）表现为技术进步特征，技术效率还有待进一步提高。该结论可为中西部地区制订区域渔业产业发展规划和政策措施提供参考。

A Study on Fishery Input-output Efficiency in Central and Western Regions under the Background of Rural Revitalization Strategy

The purpose of this study is to measure the input-output efficiency of Chinese central and western fisheries since the implementation of the rural revitalization strategy, and analyze the factors affecting the fishery economic development of the provinces in the central and western regions by comparing the inter-provincial differences. In this study, the fishery-related input-output indicators of 17 provinces in central and western China from 2017 to 2021 were adopted. Data envelopment analysis (DEA) and Malmquist index were used to analyze the fishery input-output efficiency of each province in central and western China, and the total factor productivity of each province was calculated. This paper analyzes the efficiency factors of fishery economic development in central and western provinces and their differences from the perspective of input-output. The results showed that from 2017 to 2021, fishery technical efficiency of most provinces in central and western regions was in effective state. The total factor productivity showed an increasing trend, but most provinces showed the characteristics of technical progress (TCI), and technical efficiency (TECI) remained to be further improved. The research results can provide reference for formulating regional fishery industry development plan and policy measures in central and western regions.
