摘    要:为了推动茂名市农村土地经营权流转,盘活农村土地资源,为农村经济建设提供更强的内生动力,推进乡村振兴,本研究以茂名市3个县级市、2个区共计28个典型村庄为样本,运用多元线性回归模型,探究茂名市农村土地经营权流转的制约因素,并针对性地提出优化路径。结果表明,土地细碎程度、租金设定、土地经营权确权、土地情结等因素对茂名市农村土地经营权流转的影响较为显著。因此,在推行土地经营权流转时,当地政府应加强土地整治力度,建设高标准农田;设立合理的定价标准,规范租金浮动价格;建立明确的土地产权制度,加快土地确权颁证工作;转变农民对土地经营权流转的观念。

Abstract:This research aims to solve the problem of "the lack of follow-up of the land co-production contract relationship", promote the transfer of rural land management rights in Maoming, and revitalize rural land resources, so as to provide stronger endogenous impetus for rural economic construction and promote rural revitalization. Taking 28 typical villages of "3 county-level cities and 2 districts" in Maoming as samples, we used multiple linear regression model to explore the restrictive factors of the transfer of rural land management rights in Maoming, and put forward targeted optimization paths. The research results showed that land fragmentation, rent setting, land management right confirmation,land complex and etcetera had a significant impact on the transfer of rural land management right in Maoming. Therefore, when carrying out the transfer of land management rights, the local government should strengthen the land remediation efforts and build high standard farmland; Set reasonable pricing standards and regulate the floating price of rent; Establish a clear land property right system and speed up the work of land confirmation and certification; Change farmers" concept of land management right transfer.
