黑河流域生态经济系统的演化与启示

黑河是我国的第二大内陆河。从生态经济学的角度把黑河流域生态经济系统的演化分为五个阶段,分述了各阶段的特点。根据黑河流域生态经济系统的演化过程得到四点启示。最后根据黑河流域演化特点与所得启示提出了黑河流域实现可持续发展的两点建议:建立环境经济综合账户,进行生态经济综合研究;建立流域生态经济综合集成管理模式。

Evolvement of Ecological Economic System in Heihe Basin and the Enlightenment

The Heihe river whose source lies in the Qilian Mountains is the second large inland river in the Northwest China. The evolvement history of Heihe basin was divided into five phrases from the point of view of ecological economics. The characteristics of each phrases are explained. Some enlightenments are summed up from the evolvement of Heihe bsin: the main force of the evolvement is human activity; the evolvement history of the basin is a history of exploitations of water resources and available land; the essential of the ecological problem in the basin is the development of economy. Two suggests are offered based on the analysis of the evolvement of Heihe basin: constructing of integrated environmental and economic accounts to carry out the integrated study of ecological problems and economic problems; constructing new mode of integrated management in the whole basin including changing economic activities personal\, enterprise and government.
