农村人力资源优化配置与农村可持续发展

摘    要:分析了我国农村人力资源的文化、科技、经营管理及思想等方面的整体素质较低的现状。对实现农村可持续发展的人力资源优化配置对策进行研究,结果表明:实施科学的人口政策以控制和降低农村人力资源数量,大力发展以素质教育为核心的农村教育以提高农村人力资源素质,完善农村及农业投入体制以提供农村人力资源优化配置的资金保障是有效途径。

Abstract:The status of the low whole quality of rural human resources including culture,science and technology,management and thoughts was analyzed.Several countermeasures for realizing rural sustainable development and human resource optimization allocatio wereput forward,such as: maintaining the stability of the family planning policy in order to control and reduce the rural human resources quantity,implementing the rural education policy which the quality education is its core in order to improve the quality of rural human resources,perfecting the rural and agricultural investment policy in order to provide the capital and the institution guarantee for the rural human resources optimizationallocation.
