“一带一路”背景下中亚油气合作的前景及建议

“一带一路”沿线国家是中国国际能源合作的重要区域,中亚地区是“一带一路”油气合作的核心区,经过20多年的投资与合作,形成了集石油与天然气全产业链、油公司业务与工程技术服务业务有机结合、中国能源企业国际化与当地化相融合的示范合作区。基于“一带一路”沿线油气合作必要性及其已取得成绩,重点研究了中国与中亚地区合作的潜力、面临的风险,建议政府持续优化“五通”政策,打造能源丝绸之路与能源区域命运共同体,能源企业要积极适应新变化、创新商业模式,不断提升国际化能力。

Prospects and suggestions on the oil and gas cooperation between China and Central Asia in the background of the Belt and Road

As for China,the countries along the Belt and Road are the important areas for international energy cooperation and the Central Asia is the core area for oil and gas cooperation of the Belt and Road.After over 20 years1 investment and cooperation,the demonstration cooperation region has been built up,which contains the whole industry chain of oil and natural gas,combines oil company's business with engineering technological service organically and integrates the internalization and localization of China's energy enterprises.In this paper,the necessity and achievements of oil and gas cooperation along the Belt and Road were overviewed.Then,the potentials and risks in the cooperation between China and the Central Asia were mainly researched.Finally,some suggestions were proposed as follows.The government shall optimize the Five-Communication(policy,facility,trade,capital and popular feeling)policies continuously and forge the Energy Silk Road and the regional energy destiny community,and energy enterprises shall actively adapt to the new changes and innovate the business mode,so as to improve their internationalization ability.
