浅析农业高校专利转化的“矛与盾”

农业高校的专利数量逐年增加,一方面,国家积极鼓励专利转化,另一方面,由于诸多原因又导致专利转化率过低,从而形成转化的"矛与盾"。文章从农业公益性、专利奖励政策、评价指标、转化投入、评估机制等五个方面分析了限制转化的因素,提出了积极争取地方支持、健全转化奖励政策、完善评价指标、增加专利转化投入和引入科技成果评估制度等加强农业高校专利转化的相关对策。

Analysis on the Contradiction of Patent Transformation in Agricultural Universities

The patent quantity in agricuhural universities is increasing year by year, but the transformation＇s contradiction has formed. On one hand our country actively encourage patent transformation, on the other hand the ratio of applied patent is too low due to many reasons. Limiting factors of transforming were analyzed from the agricultural public welfare, incentive policy, evaluation index, investment of transformation and evaluation mechanism. At last the related countermeasures were put forward to strengthen patent transformation in agricultural universities, such as positively applying for local support, improving rewards policy of transformation, perfecting evaluating index, increasing investment to transform patents, and introducing evaluation mechanism of scientific and technological achievements.
