鄂西“旅游扶贫”发展战略

鄂西经济发展区域圈指襄樊、荆州、宜昌、十堰、荆门、随州、恩施和神农架等8个市州（林区）,其经济社会发展相对滞后,贫困面广,贫困人口多,自然条件差,整体发展基础脆弱,且投资来源短缺,脱贫成本和返贫率高,为湖北省扶贫开发的重点地区。笔者在分析鄂西贫困地区扶贫开发特点的基础上,结合旅游与扶贫的内在联系,提出了鄂西旅游业与扶贫事业联动开发的构想,初步探讨了鄂西旅游与扶贫联动开发的可行性。笔者认为,鄂西旅游业与扶贫事业在功能上存在互补性,鄂西文化、生态旅游资源丰富独特,资源品位高,而旅游业是资本密集型的高回报产业,其能使鄂西地区聚集资本、土地、人才、科技等各种生产要素,获得大量的人流、物流、资金流和信息流,促进农村基础设施和居住条件的改善及城镇化建设。同时提出了扶贫发展的基本策略,即建立以政府为主导、以企业为主体的开发机制,多元化投资、宽领域融资的融资机制,此外,以旅游业为引擎,将旅游扶贫与生态文明村联动发展,辅以社区参与机制,实现旅游和扶贫的互利共赢。

Research on Linkage Development Strategy of Tourism and Poverty Alleviation in West Hubei

West Hubei circle stands for eight cities and prefectures,including Xiangfan,Jingzhou,Yichang,Shiyan,Jingmen,Suizhou,Enshi and Shennongjia. It is key area of poverty alleviation and development in Hubei Province for its lagging behind economic and social development,excessive poverty population,poor natural conditions and so on. Based on analyzing poverty alleviation and development features,the possibility of linkage development of tourism and poverty alleviation in west Hubei was analyzed. The author thought that tourism and poverty alleviation are complementary in function in west Hubei. At the same time,basic strategies of poverty alleviation development were put forward,namely building development mechanism with government as the leading status and enterprises as the mainstay,financing mechanism of diversification investment and wide financing. Furthermore,with tourism as the engine,develop tourism poverty alleviation and ecological civilized village with community participating to realize mutually beneficial and win-win between tourism and poverty alleviation.
