| 摘 要： | 党的十六届五中全会提出了建设社会主义新农村的重大历史任务。中国具有丰富的可再生能源资源,发展可再生能源是建设社会主义新农村的有力支撑。本文在分析了中国农村能源利用现状基础上,分析了制约中国可再生能源资源发展的主要因素,提出了完善政策法规体系、消除市场障碍、完善资金投入机制和加大宣传力度等建议。

| Abstract: | As a main historic task facing China in the 2006~2010 fiveyear period,to construct a "new socialist countryside" in China is formally launched at the 5th plenary session of the 16th CPC Central Committee.It is suggested in the article that the development model of resource depletion shall never be extended for the new(construction).There are rich resources of renewable energy in China,and it,therefore,can provide a solid support to the new(construction).At last,the article analyzed the key factors constraining the development of renewable energy in China,and recommended approaches to consummate the legislation and policy system,remove market barriers,build up funding mechanism and strengthen the publicizing concerned. |
