简化竹政管理改革探讨与试点

竹子采伐设计和竹材检量作为林政管理的组成部分，长期以来，在规范竹材生产、企业经营活动以及促进竹产业化进程中发挥过积极作用，是计划经济管理过程不可替代的环节。但随着农村体制改革的不断深化，集体林权制度落实和广大竹农科学育竹经营水平的提高，对现行竹材采伐规划设计和产品中介检量等管理服务带来了新的要求，为适应发展需要，福建省光泽县从2004年开始试行简化竹政管理改革，对创新农村竹业工作机制等方面进行了探讨。

Discussion on Simplify Bamboo Policy Management and Reformation

Bamboo cutting plan and culm measuring are as composition of forest policy management, in a long time, it has played an important role on bamboo production standard, enterprises management and improving the course of bamboo industrialization, it is a link that can not be substitute for in plan economic management. With the deepen system reform in rural areas, and the increasing of collective forest ownership implement and bamboo management level by science, it has a new requirement in service of bamboo culm cutting plan and products measuring, for fitting the needs of development, since 2004, Guangze county, Fujian province began to try out the simplifying forest policy reform management, and discussion on innovation mechanism of bamboo industry in rural areas.
