The paper has analysed the dual nature of oasis climatic resotirces 一that are verygreat climatic production latent capactiy and very fragile ecological environment, and intro-duced the historical and the present climatic changes in arid and semi-arid regions of Chi-na。 It is pointed out that the oasis climatic resources disply outstanding superiority in highoutput and in super quality of many economic crops.The author says it begins a new highdrought frequency period on hundred-year scale, so we should take more attention to thepossiblity of extreme drought appearenes from now to the frist 10 years of the next centu-ry。According to the features of the oasis climatic resources, some strategies for oasis devel-opment have been given。
