宝鸡城市工业三废污染问题及其治理对策

根据宝鸡市 1 980～ 2 0 0 1年的统计资料 ,得出近年来 ,宝鸡市工业废气排放量直线增加 ;工业废水排放量虽然减少 ,但排放达标率低 ,大部分废水未经处理直接外排 ;工业固体废物处置率及综合利用率都很低 ,这些都制约着宝鸡市的可持续发展。产生工业污染的原因很多 ,其中工业布局不合理和工艺水平较低是工业污染严重的重要原因 ;另一方面与该市对环境保护的重视不够和缺乏严格的环境管理有关 ,也与对可持续发展战略的认识不足和过多考虑了当前经济效益有关。宝鸡市工业三废污染的治理对策主要有 :加强三废处理设施的建设 ;加大废气处理的力度 ;提高废水排放达标率 ;提高工业固体废物的综合利用率 ;全面规划 ,合理布局工业企业 ;加强工业三废处理的立法工作 ,严格城市管理

Environment Pollution by Industrial Waste and Treatment Countermeasures in Baoji City

According to the stat date of Baoji city from 1980 to 2001, it was concluded that there was still some problems in resent years. The emission of industrial waste gas was increasing rapidly. The discharge of industrial waste water reduced, but a great deal of it was not up to standard and the majority discharged directly without treatment. The treatment and utilization level of industrial solid waste was very low. These all limited the stable development of Baoji city. There were many reasons for industrial pollution, the main reason were unreasonable distribution and low technics of production. In addition, it was related to lack of strict management and more considering current economic efficiency. The main countermeaseres were strengthening the construction of waste treatment establishment; increasing treatment rate of waste gas; enhancing the treatment of waste water and synthesis utilization rate of industrial waste; reinforcing legislation of the waste treatment and the management of city.
