| 摘 要： | 总结了内蒙古草原退化的三大原因,即:超载过牧、农耕经济的蚕食和破坏及全球气候变暖.并从建立健全草原生态补偿机制、科学实施草畜平衡、探索和推动牧区合作化、依据<中华人民共和国草原法>加强草原确权管理等四个方面探讨了建立草原保护长效机制的途径及依据.
