| 摘 要： | 探讨了政策制度失配造成草原退化的问题。回顾了新中国成立后各个时期在不同政策制度作用下,草原整体退化的概况,重点从草畜双承包政策体制失配的层面上,讨论了草原大面积退化的问题,提出了今后进一步完善和落实我国草原承包责任制和草原生态环境保护和治理工作的建议。

| Abstract: | The issues regarding grassland degradation caused by grassland management policy system were discussed in this paper.Based on the review to the large-scale grassland degradation caused by different policy system in different periods,the grassland tender system was discussed and suggestions related to system for contracted responsibility and grassland ecological protection were given as well. |
