土地利用规划的博弈分析

将博弈理论引入土地利用规划,探讨了土地利用规划编制和实施中的博弈过程及其均衡。结果表明,在规划编制中,各部门为了争夺各自的利益将分别对规划编制主管部门进行游说或寻租,进行非合作博弈,最终导致规划编制的社会成本增加;在规划实施中,用地单位与政府之间将进行监督博弈,从而导致政府的监督成本增加。最后,提出了政策建议。

Game Analysis of Land Use Planning

Game theory was introduced in land use planning.The process and equilibrium of games in the making and implementation of land use planning were analyzed.The results showed that during the making of land use planning,relative units tended to lobby the plan making administration in order to gain more interest,and non-corporative game resulted in the increase of public cost. During the implementation of land use planning,supervision game between land using units and the government resulted in the increase of supervision cost.Based on the analysis,some advices were suggested.
