河北省农地流转问题研究

农地流转有利于农村土地的规模化和集约化经营，促进农业现代化的实现。但河北省目前的农地流转存在着流转程度低、流转范围小、流转方式单一、流转价格偏低、农民不愿意长期流转等问题。制约河北省农地流转的因素主要有地块零碎、流转行为不规范、流转信息不畅、社会保障体制建设落后、组织管理不规范等。农地流转的有利因素有农村劳动力大量流出、农村留守家庭成员老龄化、平原适合规模经营的地理特征等。所以，应当采取完善各项制度、优化农业外部环境、培育农地流转市场等方式，促进河北省农地的流转。
