| Abstract: | This paper mainly reveals Ortega's ideas of universities' development and higher learning from following five aspects. Change is the eternal way and mission of universities' development. The functions of universities must be divided rationally and the development of universities must be oriented correctly, to realize the diversity and feature of higher education. Liberal education must be fortified. Culture-passing and teaching must be taken priority. All-round abilities and teaching faculties must be emphasized in teachers' working-evaluation. |
