天津都市型现代农业与城镇化、工业化协调发展的实证研究

天津的农村城镇化、工业化与都市农业发展,自改革开放以来主要经历了自主自发分散发展和有组织示范带动集约化发展两个阶段。本文从农业发展的约束条件、农业发展目标、农业增长方式、社会对农业的需求等方面,分析了天津都市农业建设的特点。采用灰色系统模型,对天津的都市农业与城镇化、工业化的协调发展程度进行了测评,结果显示:天津市经济发展、工业化、城市化子系统处于持续发展的良好状态,其优良顺序是:工业化>城镇化>总体经济发展>都市农业。从现代公共服务制度、社会保障体系、都市农业投入、人才引进,创业创新等,提出了相应的政策建议。

Study on Coordination Development of Urban Modern Agriculture, Urbanization and Industrialization of Tianjin

The development of urban modern agriculture, urbanization and industrialization of Tianjin has experiencedtwo stages since reform and open up. This paper mainly analyzed the characteristics of urban agriculture from thedevelopment goal, path and social demand etc. And we also use the gray- system model to evaluate the coordinationcondition. The result shows that economic development, industrialization and urban modern agriculture stay wellcondition. Its order from better to worse is industrialization> urbanization > modern agriculture. At last, we give somesuggestions form public service system, social protection, agriculture inputs, talent introduction and innovation aspects
