分析了湛江农垦(集团)的性质和管控现状,发现其存在产权关系不清晰、部分单位行政责任缺失、总部管理机构设置职能不清、集团总部和实体企业管理层权责不明、对下属企业缺乏管控力、管理方式欠科学等主要问题,提出了理顺关系、推行问责等增强农垦(集团)管控能力的建议。
