| 摘 要： | 该文对近几年来治黄方略的两种具有代表性的观点进行了简略分析，认为治黄应着眼于整个黄河流域，治黄的系统观才是治黄之本。其中，黄土高原综合治理是治黄的关键，并提出了黄土高原治理的对策与建议。

| Abstract: | This paper summarizes the successive dynasties thoughts of harnessing the Yellow Riv-er,and analyses the two representative viewpoints of Yellow River management strategies in recentyears.It is considered that harnessing the Yellow River should see from the angle of the wholebasin,and the systematic viewpoint of harnessing the Yellow River is the basis of harnessing theYellow River,In it,comprehensive harnessing of the Loess Plateau is the key of harnessing the Yel-low River,and some countermeasures and proposals of harnessing the Loess Plateau are put for-ward. |
