| 摘 要： | 以塔里木河流域为例,探讨了区域之间的水权配置流程,主要包括水权配置的准备、配置草案的拟定和配置方案的确定3个子程序。配置流程强调透明性、民主性和互动性。民主协商和公众参与有助于配置过程的顺利进行和配置结果的贯彻落实。

| Abstract: | Taking Tarim River Basin as an example,the procedure for interregional water rights configuration was discussed,including three subroutines of preparations for water rights configuration,drawing up the configuration draft and enactment of the configuration scheme.Transparency,democracy and interactivity were emphasized in the process of water rights configuration.Democratic consultation and public participation contributed to carry on the configuration process smoothly and to implement the configuration result effectively. |
