摘    要:公民学习权具有主体性、平等性和发展性的特点。随着改革开放以来我国教育政策由"国计"到"民生"的价值转变,构建终身教育体系成为保障公民学习权的必由之路。为此,需要坚持"人本"理念,鼓励多元化发展;以成人教育为基础,加快制度创新;建立专业化教师队伍,提高服务质量;以现代信息技术为依托,扩大服务范围;以权利保障为核心,加快教育立法。

Abstract:Citizen' s right to learn is characterized by subjectivity, equality and expansibility. With the reform and opening-up, Chinese education has been undergoing a value shift in policy from the national welfare to the people' s livelihood. In this situation, the security for Chinese citizen' s right to learn should be realized in the construction of life-long education system which includes such strategies as encouraging the development of humanism ideology and diversified development, expediting the system innovation in adult-education, improving the quality of teaching service by specialization of faculty, expanding the scope of teaching on modern information technology, and accelerating the legislation of life-long education with learners' benefit protection as the core.
