摘    要:为提高疫病监测的准确性和科学性,依据畜禽疫病防控知识、专家经验,采用人工智能、GIS技术等相关技术,构建了河南省畜禽主要疫病监测预警系统,实现鸡、猪和牛等常见疫病的实时监测和预警。系统由服务器端和手持终端两部分组成。服务器端基于B/S架构,应用C#语言、VS2010工具进行开发。服务器端负责数据的汇总与分析,有系统管理、上报管理、流行病学分析、疫情分析、疫情预警和疫情决策6个功能模块。手持终端是利用Java语言、Eclipse平台开发的移动客户端应用。手持终端负责数据的实时采集和上传,保证了数据采集的准确性和及时性。系统可以满足防疫部门日常工作需要,也可以为疫情监测预警和应急指挥提供决策支持。

Construction and Implementation of Monitoring and Warning System for Animal Disease Based on GIS
Abstract:In order to improve the accuracy and scientificity of livestock epidemic disease control,the mo-nitoring and early warning system for animal disease was constructed based on prevention and control knowledge,experts experiences,artificial intelligence,geographic information system,decision support sys-tem and other related technologies. This system could be employed to monitor and forecast diseases of chicken,pig,cattle and so on. This system included server and handheld terminal. The server was based on the B/S architecture,and developed by C# and VS2010 tools,which was responsible for data collection and analysis. The server included six functional modules:system management, data uploading manage-ment,epidemiological analysis, epidemic analysis, epidemic warning and epidemic decision-making. The handheld terminal was a mobile client application based on Java and Eclipse platform,which was respon-sible for data real-time acquisition and uploading,ensuring the data of diseases acquired accurately and rapidly. The system could meet the daily work of epidemic prevention department,and it could provide de-cision support for the epidemic monitoring, warning and emergency command.
