渭河流域水安全诊断与对策研究

摘    要:针对渭河流域水系统存在的安全问题,研究了渭河流域水系统危机及诱发和传播的过程,探讨了渭河流域水系统危机的关键诱发因子,并研究了诸诱发因子的相互作用,筛选了渭河流域水系统安全的影响因素,在此基础上建立了渭河水安全指标体系及多层次多目标模糊综合评价模型,提出了基于欧氏距离的安全多目标评价方法。在对各单项目标安全评价的基础上进行了渭河流域水系统的安全诊断,评价结果表明,渭河流域水系统极不安全,水资源短缺是导致渭河流域水系统不安全的主要原因。文章基于安全诊断结果提出了一套提高渭河水安全的对策。

Abstract:In view of the problem of water system safety and the water resources utilization of Weihe River,the system crisis of Weihe River and the process of its diffusing and emergence were studied,then the key factors of causing the crisis and their reciprocity were investigated so as to filtrate factors affecting the water system safety to build water safety indexes on Weihe River.Furthermore,the multi-layer and multi-objective fuzzy integrative evaluation model was constructed and euclid distance method was introduced into the safety object evaluation to analyse water system safety of Weihe River by evaluating every single safety object.The result of evalution is that Weihe water system is unsafe and the main factor is insufficiency of water resources.According to the analysis result,a series of measures are given to improve the water system safety of Weihe River.
