| 摘 要： | 当前，我国生态旅游处在一个刚刚起步的阶段，如何解决开发中面临的生态外部性问题，进而促进其生态价值的实现，是生态旅游可持续发展的关键问题。文章在分析生态旅游兴起的制度背景和其发展的制度效果的基础上，指出在当前条件下，通过观念创新、制定相关法律法规和管理制度等方面的制度创新，能够有效地解决生态旅游发展面临的种种问题，促进生态旅游价值的实现和生态旅游地的可持续经营。

| Abstract: | Our country eco-tourism is in an initial stage at present.How to solve ecological externality and promote realization of ecological value is the key problem. Based on analysis of the institutional background and benefits, the paper pointed out that, innovations of series of institutional aspects such as concept, policy and management, can effectively solve all sorts of problems that are faced by eco-tourism and can promote the sustainable development. |
