| 摘 要： | 林业发展投资体制不顺、营林机制不活、林业科技含量低、队伍素质总体偏低，是林业发展出现“盲区”的根本原因。深化林业改革，理顺投资体制，激活营林机制，不断提高林业科技含量和队伍素质，走集约经营路子，是促进林业发展走出“困境”步入“良性”发展的保障。

| Abstract: | Problems in investment and forest management mechanism, low technology content and low quality of staff are the basic reasons that cause blind areas in forestry development. Deepening forestry reformation, harmonizing investment system, stimulating the mechanisms of forest management, increasing technology content, improving the staff quality and adopting the strategies of intensive-management, are the guarantees for promoting forestry development from predicament to desirable development. |
