摘    要:尉犁县是塔里木河流域生态建设的主战场,它的可持续发展直接关系到流域生态建设的全局。以新疆尉犁县为分析对象,运用层次分析法,从纵向和横向两个角度对尉犁县可持续发展水平进行分析与评价,结果表明:(1)尉犁县的可持续发展水平逐渐上升,由1985年的弱持续发展型到2002年的较强持续发展型;(2)尉犁县在巴音郭楞蒙古自治州(不包括库尔勒市)可持续发展水平排名靠后,显示了尉犁县在社会、经济、生态、可持续发展能力方面还存在问题和障碍,应该引起注意和重视。最后就尉犁县存在的问题提出了可持续发展的对策和建议。

Abstract:Yuli County is the main field of ecological regeneration in the Tarim River watershed, Xinjiang, so its sustainable development concerns directly the overall situation of ecological regeneration. This paper regards Yuli County as the analytic target, and analyzes and appraises the sustainable development of Yuli County from the vertical and horizontal extents by using analytic hierarchy process (AHP). The results are as follows:(1)The sustainable development level of Yuli County has been gone up, i.e., from the type of low sustainable development level in 1985 to the type of relatively high sustainable development level in 2002;(2)The reputation of Yuli County in sustainable development level is still behind other counties in Bayingolin Mongol Autonomous Prefecture (excluding Korla City), which reveals that there are still some problems and barriers in four aspects including society, economy, ecology and sustainable development capability in Yuli County, these should be paid great attention to by the local governments and departments concerned as soon as possible. Some measures and suggestions are put forward for the sustainable development in Yuli County, they are to rationally exploit agricultural resources, enhance the conservation and utilization of natural resources, regulate and optimize the agricultural structure, control population quantity and increase population quality so as to increase the sustainable development capability, increase the investment in agricultural production and irrigation works so as to raise the synthetical agricultural production capability, etc.
