省域低碳经济发展评价指标体系的构建及测评

摘    要:运用层次分析法,在考虑经济发展程度的基础上构建了一套以我国省域为尺度的低碳经济评价体系,具体计算出了各省低碳发展水平综合值,并对30个省级区域进行了评价和类型划分。研究结果表明:在评价某区域的低碳经济发展水平时,需要考虑其经济发展程度,使评级体系具有弹性;各省低碳资源类指标的得分均低于其他类指标,我国低碳能源和清洁能源总体开发不足;必须加快低碳技术研发步伐,提高能源利用效率;各省低碳技术类指标得分均高于其他类指标,低碳技术开发相对充分,低碳产业发展潜力巨大。

Abstract:Taking the degree of economic development into account,the authors built an index system to evaluate the development situation of LCE(Low-carbon Economy) at provincial scales in Mainland China applying the method of Analytical Hierarchy Process(AHP).After calculating the comprehensive value of 30 provinces specifically,the authors evaluated and classified the study areas.The results of the study showed that it was needed to consider economic development level when evaluating the situation of Low-carbon Economy,which making the index system with elastic;The index of low carbon resources scores was lower than others,which imply China’s Low-carbon energy and clean energy developed insufficiently overall;It was also needed to speed up the pace of researching low carbon technology and improving energy efficiency;The index of Low-carbon technology scores was higher than others,which suggested Low-carbon technology performed relatively full and Low-carbon industry had a huge potential.
