三峡库区具有丰富的草地资源和旅游资源，但人多耕地少，土地贫瘠，自然地理条件和农业生产条件差，是我国贫困区县分布最集中的地区之一。为了振兴库区经济，因此发展库区草地畜牧业具有十分重要的意义。
