| Abstract: | Based on analyzing the government status,problems and causes of the low lands along Huaihe River,the government countermeasures and the measures were emphatically discussed from the aspects such as water-control thought,planning reasonably,constructing water conservancy,adjusting the agricultural structure and strengthening the management. |
