农业技术创新体系研究述评

当前在农业技术创新体系研究中,主要是以农业技术创新为中心,以农业技术科研、推广、扩散为纽带,提出有效措施以解决农业技术供给、推广、需求之间矛盾。在农业技术供给的研究中,并未对农业技术进行分类,也没有明确提出哪些农业技术应该由哪些主体来提供。对农技推广问题研究,仍然把农业技术推广作为一个单向的技术流动形式,还没有把其看成供求双方的有效沟通手段,一些非正式推广形式的研究很少。在农业技术需求的研究中,没有研究农户真正需要什么样的农业技术,也缺乏对农业企业技术需求的研究。在农业技术创新体系的研究中,缺乏从制度设计上对农业技术供给者、推广者、需求者进行激励的研究。

A comment on the study of innovative agricultural technology development

Current studies on the system that fosters technological innovation for agriculture tended to focus on the technology per se.They concentrated on the research,extension and promotion with an aim to resolve the conflicts existing in the supply and demand of agriculture related technologies.There is a lack of classification of the technologies,and no explicit proposals for applications.In their eyes,agriculture extension was a one-way street for technical transfer,rather than communication between the providers and the applicators.Few study endeavored in the informal forms of technological development and promotion.Little attention was paid to the real technical needs of the farmers or the business assistance required by the farming communities.In this study on the development of innovative agricultural technologies,there needs to be a systematic design which can encourage and excite all parties involved.
