农村社会经济发展与农民的行政诉权保障

文章针对目前我国农民行政诉权的行使存在受案范围的限制及行政诉权保护的程序模糊等诸多问题,提出了应通过扩大行政诉讼受案范围,明确行政诉讼被告,降低行政诉讼成本,提高行政诉讼案件的管辖级别以及建立行政诉讼法律援助强制代理制度等政策措施,以加强农民行政诉权保障,从而促进农村社会经济的发展.

The rural society economics development and the assurance of farmer's administrative litigation right

At present, many problems of the enforcement of farmer administrative litigation fights of farmer, such as the limited scope of the administrative litigation and the confused procedure of the administrative litiga-tion rights protection were discussed in this paper. Therefore, some countermeasures of expanding the adminis-trative litigation scope, simplifing the defendant in administrative litigation, reducing the litigation costs, en-hancing the jurisdiction level of the administrative litigation, establishing legal aid system and compulsory agent regulation were proposed to enhance the development of rural economic.
