森林采伐限额管理制度创新设计——可流转交易的采伐指标银行体系

回顾我国森林采伐限额制度存在的问题与不足,提出在指标可流转前提下建立采伐指标银行体系,并进行了采伐指标配给和流转环节等设计。针对采伐指标的配给、价格的生成、储蓄、借贷、还贷等各环节可能出现的问题提出了对策建议。旨在以市场实现采伐指标的最优化配置,从而优化森林资源消耗结构,提高社会各界经营林业的积极性和实现森林资源的可持续增长。

Innovative Design for Forest Logging Quota Management System --Design Banking Platform for Tradable Logging Index

Through a review of the problems and shortcomings existed in the forest logging quota management system in our country,the paper proposes to establish index banking system under the condition of circulating index and also supplies designs for allocation and circulation of the logging index.Based on the possible problems to appear in the rations,price formation,savings,loans,and other aspects,it puts forward the countermeasures and advice to achieve the maximum allocation through the market so as to optimize the consumption structure of the forest resource,and to enhance the public participation in forest management and finally to realize the sustainable growth of the forest resources.
