天津市农村城镇化发展:现状、制约因素与对策

同国内其他沿海发达地区相比，天津农村城镇化发展水平存在明显差距，主要是地区发展不平衡、总体质量相对较差、人口及乡镇企业城镇化聚集度较低。推进农村城镇化的主要措施是大力发展非农产业，深化户籍制度、社区集体经济组织产权制度、土地承包使用权制度及乡镇财税管理制度等项制度改革。

Development of Rural Urbanization in Tianjin: Current Situation,Restrictive Factors and Countermeasures

There was apparent gap of the rural urbanization level in Tianjin in contrast with other developed coastal areas,that is,disequilibrium between different regions, overall quality was not good and the level of gathering population and township enterprises was relatively low.And the main countermeasures for these are deepening the system reform of census register, collective property right , etc.
