| Abstract: | The status quo of rural water conservancy projects of small scale were elaborated.The reasons of investment subject absence on rural water conservancy projects of small scale were analyzed from the investors define,grassroots cadres management and the confidence of farmers,and the appropriate countermeasures were proposed. |
