| 摘 要： | 实行工程监理制对控制好工程项目的投资、进度、质量具有积极的促进作用，可以有效地提高项目管理的水平和效益。盐城市从2006年度开始实行农业综合开发土建工程监理公开招投标，通过两年来的工作实践，积累了一些经验。其主要做法和对关键环节的把握方面值得推崇。

| Abstract: | Carrying out the project supersivor system plays an important role in positively promoting the investment,progress and quality of controlling a project.And it can improve the level and benefit of a project management effectively.Yancheng start- ed practicing the tendering and bidding in civil engineering of a- gricuhural comprehensive development projects in 2006 and ac- cumulated much experience during the two-year work.The main practices and the key steps we took are worth promoting. |
