| 摘 要： | 党的十七大对科学发展观的科学内涵和精神实质进行了完整的概括和系统的阐述，这是我们新的发展阶段继续全面建设小康社会、发展中国特色社会主义，最为直接最为具体的指导方针，最为重要最为突出的战略思想，各行各业都必须以此为总纲，全面渗透，推进工作。农业资源开发也不例外，必须完整而又准确、深入而又有力地贯彻落实科学发展观。
