摘    要:通过分析2006年2月13~14日吉林省延吉市发生群发性CO中毒事件前后高、低空天气形势的演变过程及重要气象要素特征,比较两次强低压过程污染气象条件的差异,表明不利气象条件是延吉污染/中毒事件发生的主要原因,低气压不是引发事件的唯一原因,地处冷锋前、低气压辐合型流场内、低空下沉气流、强逆温、低风速及高湿度等多重不利气象因素的综合作用导致事件的发生。事前缺乏预警和相应的防范机制是事件发生的人为原因。事件警示应加强特殊地理环境、特殊天气过程的小尺度空气质量预报精度,完善空气污染事件的预警及应急反应机制,改善城市尤其是污染扩散条件不良区域的集中供热水平。

Abstract:The evolvement of synoptic situations and the characteristics of the meteorological elements,pressure,wind speed,relative humidity and ground level inversion layer were analyzed when an group-occurring CO poisoning incident happened in Yanbian of Jilin province,during February 13th and 14th,2006.And the differences of pollution meteorological conditions between two low-pressure processes were compared.It's concluded that the pollution/poisoning main caused by disadvantageous meteorological conditions.Low-pressure process isn't the only reason which induces the air pollution event.The main inducement was the synthesis of multiple bad meteorological elements,such as being in the foreside of the cold front and in the wind field of low pressure convergent type,downdrafts in the lower-layer,strong inverse temperature,low wind speed,high humidity.The lack of early-warning and protecting mechanism was the main anthropogenic reason.The warning was that the precision of the small-scale forecast model of air quality concerning special weather processes in some special geographic environment should be strengthened.The reaction mechanism of early-warning and the level of the centralized heat-supply in the city were improved,especially in the area of bad atmospheric dispersion conditions.
