WTO农业协议与我国农业保护立法对策

阐述了WTO农业协议和中美农业合作协议的主要内容；从积极有利的方面和不利的方面分析了WTO规则对我国农业的双重影响；提出了WTO框架下构建我国农业支持与保护政策体系的3项内容，并在分析我国农业立法现状，借鉴国外保护措施的同时，围绕我国农产品的流通体制、农业资金投入、农业环境资源保护和农业科技等4个方面，着重论述了新形势下我国农业立法的调整与改进，提出了适应WTO规则要求的我国农业保护立法建议。

WTO Agricultural Agreement and Keys to Chinese Agricultural Legislation.

This article states the main contents of the WTO agricultural agreement and of the SinoAmerican agricultural cooperation agreement, and analyzes, from the advantages point and disadvantages point, the rules of WTO will affect Chinese agriculture. It puts forward three points which establish the policysystem of Chinese agricultural prop and protection. While analyzing the situation of Chinese agricultural legislation and references to foreign protection measures, it centers round the circulating system of Chinese agricultural products, the investment of agricultural funds, the protection of agricultural environment resources and agricultural science and technology, and emphasizes the adjustment and improvement of Chinese agricultural legislation in the new situation. Then it makes the suggestions of Chinese agricultural protection legislation suitable for the requirements of WTO rules.
