| Abstract: | This article analyzes the main restricting factors existing in current development of rural small and medium-sized water conservancy projects based on years experience engaged in rural grass-roots water conservancy management work, and from the perspective of construction and management, and puts forward specific development proposals aimed at providing theoretical reference for ensuring food security. |
