我国农业发展趋势与对策研究

认为我国农业发展面临的主要矛盾是小农经济与农业现代化的矛盾;从农村人口的思想认识基础的变化得出我国“三农”问题的发展趋势:农民队伍正在萎缩,农业技术难以推广,农村经济发展面临困境,农地荒芜现象日趋严重,粮食安全和农业发展受到威胁。围绕30年后“谁来搞农业”“、怎样搞农业”两个问题展开进一步分析,展望我国未来农业的发展必须依赖于农业企业化、产业化经营;提出了加快农村剩余劳动力转移步伐,放活土地使用权的流转机制,培养新型农业人才,走农业企业化道路等对策建议。

Study on Trend and Countermeasures of Agricultural Development in China

The major contradiction in agricultural development was the contradiction between small-scale peasant economy and agricultural enterprise.The development trend of the issues concerning agriculture,countryside and farmers was concluded from the changes of ideology basis of farmers,such as the withered ranks of farmers,difficult extension of agricultural skills,the dilemma of agricultural economic development,increasingly serious phenomenon of abandoned farm land,the threat to grain security and agriculture development.Further analysis was conducted according to the two problems of "who will engage in agriculture" and "How to manage agriculture" in 30 years later.It was believed that China's future agricultural development must rely on agricultural enterprise and industrialization management.Some countermeasures were put forward including accelerating the pace of surplus rural labor force transfer,freeing the transfer mechanism of land use rights,training new agricultural talents and managing agriculture as enterprise.
