以科学发展观为指导稳步推进国有林场改革

目前,我国国有林场改革已经成为林业改革的一项重要内容。从我国国有林场的基本情况来看,改革具有必要性和紧迫性,且改革的条件也基本成熟。推进国有林场改革必须以科学发展观为指导,坚持以改革促发展,确保国有林场森林资源不断增长和质量不断提高;坚持以人为本,正确处理改革、发展与稳定的关系,着力保障和改善民生;坚持把加快改革与解决历史遗留问题相结合,加大扶持力度,努力为国有林场发展创造良好的环境。
