关中地区退耕还林综合效益的评价

为关中地区退耕还林政策的制定和实施提供参考,结合关中地区退耕还林工程的工程背景、区位特点及退耕还林目前的状况和存在问题,采用理论分析法等建立关中地区退耕还林综合效益评价指标体系,运用层次分析法确定权重,构建评价模型,计算2001—2014年退耕还林对生态、经济和社会效益3个方面的效益指数及综合效益指数。结果表明:退耕还林的综合效益总体呈上升趋势,其中西安的增速一直最快,而且综合效益指数最高,渭南、宝鸡和铜川居中,咸阳较低;随时间的推移关中地区退耕还林的规模不断减少,但其生态效益、经济效益和社会效益持续增加,综合效益仍保持平稳增长。

Evaluation of Comprehensive Benefits Evaluation of Returning Farmland to Forest in Guanzhong Area

In order to provide references for formulation and implementation of the policy of returning farmland to forest in Guanzhong Area, on the basis of the engineering background, location features, current status and existing problems of returning farmland to forest in Guanzhong Area, the author employed theoretical analysis method to establish the comprehensive benefits evaluation index system of returning farmland to forest in Guanzhong Area, and analytic hierarchy process to confirm the weights.Then the evaluation model was constructed, and the benefits index and comprehensive benefits index of returning farmland to forest were calculated on ecology, economy and society from 2001 to 2014.Results: Comprehensive benefits of returning farmland to forest showed an overall increasing trend, in which Xi'an was of the highest increasing speed and comprehensive benefits index, followed by Weinan, Baoji and Tongchuan, Xianyang was of the lower increasing speed;The scale of returning farmland to forest gradually decreased in Guanzhong Area, while the ecological, economic and social benefits consistently increased, and the comprehensive benefits maintained steady growth.
