| 摘 要： | 为加快推进新型职业农民培育,根据农业产业化、市场化和专业化分工理论界定新型职业农民概念,重点分析当前培育过程中存在的农村人力资本、农业生产效益、生产方式、政策体系等方面的困境和障碍,从政策制度设计、农村土地流转、农业社会化服务、提升农业生产经营效益和农村基础、社会公共服务水平等方面,提出新型职业农民的培训措施。

| Abstract: | In order to speed up the cultivation of new-type professional peasants, which was named according to agricultural industrialization, marketization and specialization, in this paper the authors emphatically analyzed the difficulties and obstacles existed in the cultivation process of new-type professional peasants, including rural human capital, agricultural production benefits, production methods and policy system, then cultivation measures of new-type professional peasants were proposed from aspects of policy system design, rural land circulation, agricultural social service, and enhancement of agricultural production benefits, rural basic society and public service level. |
