| 摘 要： | 以陕西省咸阳市为例,分析了我国北方缺水城市普遍存在的水资源短缺与浪费并存、水资源利用与污染并存,以及过量开采地下水等一系列城市生态环境问题,并在此基础上提出了跨流域调水、限制地下水超采、节约用水、废污水资源化、充分利用雨水、实行水价改革等实现城市水资源可持续利用和城市健康协调发展的建议与对策。
