摘    要:以生态足迹为内核,综合考虑人口、GDP等因子所构建的可持续发展能力指数,具有可操作性强、计算公式简单、评价结果明了等优点,用于评价区域可持续发展状况是十分简洁有效的。水土保持综合治理能显著改善区域生态环境,促进其可持续发展。甲积峪流域在水土保持治理前后的可持续发展能力指数值由1999年的0.113增长到2004年的0.374,说明流域可持续发展能力明显增强,水土保持治理成效显著。但该流域也有一些问题不容忽视,应切实加以解决:仍然存在生态赤字,草地资源赤字极大;资源利用效率太低;可持续发展能力仍然很弱。

Abstract:Taking ecological footprint as the core,consisting of the factors of population and GDP and possessing the merits of better operation,easy calculation formula and clear evaluation results,the index of sustainable development ability is very pithy and effective for evaluating regional statement of sustainable development.The integrated treatment of soil and water conservation can notably improve regional ecological environment and promote its sustainable development.The index of sustainable development ability of Jiajiyu watershed before and after the treatment of soil and water conservation has increased from 0.113 to 0.374 in 1999~2004,showing remarkable increase of sustainable development ability and marked effect of soil and water conservation treatment of the watershed.It still has some problems that allowed of no ignoring and should be practically solved: it still has ecological deficit and the deficit of pasture resources is extremely great;the utilization ratio of resources is too low and;the sustainable development ability is still weak.
